The Iraqi Shia alliance says it has begun efforts to form a government of national unity.
The United Iraqi Alliance has set up two committees to hold talks with Kurdish and Sunni groups in the new parliament.
A senior Alliance member, Dr Hussein al-Shahristani, said the Sunnis would only be invited to join a coalition government if they did more to confront insurgents.
