It is reported that the Ombudsman, Emily O'Reilly, has criticised a culture of secrecy in public bodies.
The Sunday Tribune says that an unpublished report from Emily O'Reilly highlights the Government's failure to include agencies such as An Garda Síochána, the Adoption Board and the Central Bank
She has said that no specific timeframe has been given for their inclusion under the Freedom of Information Act.
The newspaper says that in the report Ms O'Reilly calls for the new Garda Ombudsman to be covered by the act.
The report was delivered to an Oireachtas Committee on Finance last month.
