The man appointed by the Council of Europe to investigate allegations that the United States has run secret detention centres, says he is absolutely sure they exist.
Dick Marty, a Swiss Member of Parliament, said he believed the CIA had kidnapped up to 150 terror suspects, and transported them to secret locations in Eastern Europe, where they could be tortured.
Referring to allegations of detention centres in Poland and Romania, Mr Marty said these two countries should not be singled out for criticism and condemned the whole of Europe for remaining silent on the issue.
Washington has denied using or condoning torture.
