The United States has said it will stop food aid to North Korea unless foreign aid agencies can oversee its distribution.
A spokesman for the state department says Washington needs to be sure that the aid is reaching those who need it most.
The comments come following an announcement by the UN World Food Programme that it was halting food aid to North Korea after Pyongyang said it was no longer needed.
North Korea has relied on foreign aid to feed millions of people since acknowledging a famine in the mid-1990s.
But it now says better harvests at home and aid supplies from China and South Korea means they no longer need the aid distributed by the UN.
