Islamic seminaries in Pakistan say they will resist government attempts to expel all foreign students by Saturday's deadline.
President Pervez Musharraf has ordered all foreigners studying at religious schools, known as madrasas, to leave Pakistan.
The move is part of a drive to stamp out terrorism and religious extremism following the 7 July London bombings.
His government has said there would be no extension to the 31 December deadline.
A senior cleric, Mohammad Hanif Jallandari, said the order was based on a wrong assumption that foreign students were involved in illegal activities.
He said at least half of the 1,400 foreign students have so far left Pakistan in compliance with the government's order.
