The Taoiseach, Bertie Ahern, has been outlining the future direction of Fianna Fáil in Government at the party's Ard Fheis in Killarney in Co Kerry.
Mr Ahern called on consultants and doctors to lead the process of reform in the health service.
And he said he would be seeking change in the public service as part of the forthcoming partnership negotiations.
The Taoiseach said the Government wanted the best for public servants - provided they delivered the best for society.
Mr Ahern also looked back on the party's years in Government.
He said in the past eight years all had changed utterly, a new Republic had been born, one with ambitious people, one that was confident and at peace.
