A report by the joint committee on Marine and Natural Resources has recommended that a voluntary compensation scheme be implemented to allow for the buying out of salmon net fishing.
The report follows a detailed study of the crisis facing salmon stocks in Ireland.
Following a detailed consultation process, the Joint Oireachtas Committee has recommended that there must be a move to a single stock management system where salmon fishing in the sea, river and streams is centrally controlled.
Because this would take time to implement a committee has recommended a voluntary compensation scheme be set up to encourage the 1,500 drift net fishermen to give up fishing permanently.
It also recommends that compensation be offered to encourage some salmon net fishermen to set aside their nets for a three-year period.
If salmon stocks then recover the issue of increasing licences again would be looked at.
The committee says funding for these initiatives could come from the angling and tourist sectors, conservation groups, the EU and government. But the committee would not say how much this is likely to cost.
