The IDA annual report for 2004 shows that there has been a 0.2% increase in the number of jobs created by companies who are backed by the agency.
The organisation filled 10,825 new jobs last year, but it lost 10,625.
The IDA says it is now focusing on bringing high quality jobs to Ireland.
That would mean trying to attract more highly trained workers and moving away from manufacturing jobs which are increasingly being lost to China and Eastern Europe.
During the year, the IDA landed major projects from IBM, Yahoo and Kellogg's. And it says it has had considerable success getting projects into the regions.
Overall there are 128,000 people working in companies backed by the IDA. 90,000 work for US companies.
The biggest growth area is pharmaceuticals and healthcare, which was up 3.4%, while engineering fell by 9%.
The IDA report shows that the average salary from new investments is €40,000.
