Controversy has emerged over a decision by the Revenue Commissioners to charge stamp duty to first time home buyers whose parents put their names on loan documents. 

First time home buyers purchasing property up to €317,000 are exempt from stamp duty.

However, if their parents put their names on their mortgages in an effort to get loan approval, then the buyers are liable to stamp duty, according to the Revenue Commissioners.

The development has been criticised by the National Youth Council.

Earlier, the Minister for Communications, Marine and Natural Resources, Noel Dempsey, standing in for the Taoiseach, denied that a decision had been taken to impose the stamp duty on the first time buyers involved.

Mr Dempsey said that no decision had been taken by Revenue on that issue but he said there were concerns that some people who were not first-time buyers were trying to abuse the exemption, so the whole issue was being examined by Revenue.
