The Romanian government has said that three Romanian journalists and their Iraqi guide - who were kidnapped in Iraq in March - have been freed.

The four are said to be safe and well, and are now in the care of Romanian officials.

Their kidnappers had threatened to execute them if Romania did not withdraw its 800 troops from Iraq.  

Meanwhile, insurgents have launched another spate of attacks in Iraq.

They shot dead a senior civil servant in Baghdad and bombed a police station in Tikrit this morning.

The attacks follow yesterday's killing of 12 Interior Ministry commandos in the central Iraqi city of Samarra.  

A US official in charge of reconstruction efforts in Iraq has warned that the continuing insurgency has caused the diversion of funds to tackle security problems.

The head of the Iraq Reconstruction Management Office, William Taylor, said that violence in Iraq was delaying projects and pushing up their costs. 

He said rebuilding the country was a costly and dangerous business and estimated that security now accounted for 16% of all project costs.

Nearly 300 American contractors and their security guards have been killed while working on US projects since April last year.
