Access rights to some of Wicklow's best-known walking areas, including parts of the Wicklow Way, have been deleted from the County development Plan in a 13 to 2 council vote.
Walkers say they are fighting to protect their rights to ramble, while landowners are demanding the right to refuse access to their private property.
Councillors have already deleted 13 rights from the plan following a campaign by landowners and the Irish Farmers’ Association.
A committee will now assess whether any or all should be re-listed. Its report is due in June.
