The United Nations Secretary-General has urged the UN Security Council to take urgent action on Sudan's Darfur region.
Kofi Annan said the council should reach agreement on where trials would be held for those accused of crimes against humanity.
Mr Annan told a meeting that more international troops were needed to halt the violence in Darfur.
Meanwhile, the UN's Emergency Relief Co-ordinator, Jan Egeland, said the situation outside refugee camps was very dangerous. Mr Egeland was speaking after visiting the region.
