US Secretary of State nominee Condoleezza Rice has vowed to repair damaged relations with allies and work with other world powers in waging war on terrorism.
She said American interaction with the rest of the world must be a conversation, not a monologue.
She was speaking to the Senate Foreign Relations Committee as her confirmation hearings got underway.
