The Secretary General of the Arab League, Amr Moussa, has said conditions in the Darfur region of Sudan are improving.
The announcement contradicts an earlier statement by the United Nations and humanitarian groups working there.
Mr Moussa also warned that international sanctions against Sudan would only exacerbate the problems there.
