The European Union's foreign policy chief, Javier Solana, has said any new election in Ukraine to break the deadlock over last month's disputed poll must await constitutional changes which could take about a month.

He was speaking after the Prime Minister, Viktor Yanukovich, and his rival, Viktor Yushchenko, agreed to proceed with changes to the constitution reducing the powers of president and increasing those of parliament.

Mr Yanukovich, declared the winner of last month's poll, attended talks today along with the opposition candidate Mr Yushchenko.

Mr Solana was mediating at today's talks.

Kiev parliament sacks government

Ukraine's parliament voted to sack the government earlier to help end the week-long political crisis.

229 deputies, three more than required, voted in favour of sacking the Prime Minister, Viktor Yanukovich. They also voted to create an interim government.

Mr Yushchenko claims the authorities stole the election from him through fraudulent practices.

The move came as a Supreme Court judge said Mr Yanukovich has also asked the court to annul the results of the presidential election, on the grounds that election officials distorted the outcome.

The court is now in the third day of deliberations concerning the election outcome.
