The Afghan government is considering offering a ransom to free three hostages who were abducted on 28 October.
Annetta Flanigan from Northern Ireland is one of the three UN workers taken captive whilst monitoring the elections in Kabul.
The kidnappers have repeated a threat to kill the hostages unless Taliban prisoners are released.
Khalid Agha, one of several men claiming to speak for the Jaish-e Muslimeen, said it would decide their fate on Tuesday night and was not seeking a ransom.
A government official, who declined to be identified, said the government and the security forces had been trying reach a deal through intermediaries.
