The Sudanese government has accused the UN of partial responsibility for the deterioration of the conflict in the western region of Darfur.
It said the UN's reluctance to denounce and put pressure on the two rebel groups in Darfur had encouraged them to continue violating the ceasefire agreed in April.
It follows a report to the UN Security Council by UN Senior Envoy to Sudan Jan Pronk, which specifically blamed both government and rebels.
Mr Pronk warned that the mainly desert Darfur region could be headed towards disaster with warlords on the loose and the government no longer in full control of its forces.
Sudan's Foreign Minister Mustafa Ismail denied his government bore any blame and described the report as 'negative' and 'erroneous'.
The UN estimates that the conflict in Darfur has caused more than 70,000 deaths and made 1.6 million people destitute.
