As an EU summit gets underway in Brussels, the incoming European Commission President, Jose Manuel Barroso, has announced his reshuffled commission line-up.

The Italian Foreign Minister Franco Frattini, replaces Rocco Buttiglione, whose nomination as justice commissioner led to an impasse.

Charlie McCreevy has again been nominated to the Internal Market portfolio.

The EU leaders have also expressed their concern for the health of the Palestinian President, Yasser Arafat.

The two-day summit in Brussels is the first opportunity for EU leaders to discuss the US election result.

Tomorrow, the 25 Heads of Government will meet the Prime Minister of Iraq, Iyad Allawi, to whom they will offer aid and reconstruction to stabilise the country.
