The Qatar-based Al-Jazeera television has broadcast a videotape of Osama Bin Laden in which the al-Qaeda leader threatens further 11 September-type attacks.
In an address just days ahead of the US Presidential election, Bin Laden also said the US administration resembled 'corrupt' Arab governments.
He said the reasons behind the attacks remain.
He told Americans their security does not depend on Bush or Kerry, but on US policy.
It is the first new videotape of Bin Laden to have surfaced since the US-led war in Afghanistan.
