Sudan may have to federalise Darfur

African leaders have ended a summit in the Libyan capital, Tripoli, with an agreement that Sudan may have to adopt a federal system of government in the Darfur region.

The summit, involving Chad, Egypt and Nigeria along with Sudan, was hosted by the Libyan leader, Muammar Gaddafi.

The countries' leaders called for rebel groups in the Sudanese region of Darfur to allow humanitarian aid to reach people affected by the conflict.

They also accepted the Sudanese government's decision to boost African Union troops in Darfur.
