2,000 workers at Bord na Mona are being balloted on strike action after a dispute over a wage increase.
The workers, who are employed in six counties, claim they have not been paid a 3% raise which was due last month.
The company, however, has said the increase was tied into productivity, which has not materialised.
A prolonged strike would affect peat supplies to power stations and threaten electricity generation.
