EU paper on Turkey due on Wednesday

The European Commission report assessing Turkey's progress towards EU membership criteria, to be published on Wednesday, is highly critical of the country, according to EU enlargement chief Guenter Verheugen.

In a weekend interview he said 2015 would be the earliest at which Turkey would be able to join the EU.

The report by the EU executive, details of which have emerged, highlights shortcomings in the country's EU preparations, including continuing reports of torture.
 
The report is to serve as a basis for a decision by EU leaders at their 17 December summit on whether or not to start accession talks with Turkey.
