Russia's security services are to get more than $5bn in extra funding to help combat terrorism.
The move represents a 27% increase.
Two thirds of the money will go to the Ministry of Defence.
The announcement comes the day after President Putin called for an overhaul of the security services in the wake of the Beslan school massacre.
