The National Disease Surveillance Centre has said that the uptake of the measles, mumps and rubella vaccine (MMR) remains at 15% below the national target.
The level needed to avoid outbreaks is an uptake rate of 95%.
The latest figures from the centre also show that the uptake rate for all other vaccines is up to 8% below target.
During the first quarter of this year, a small reduction was recorded in the number of children aged one year receiving the polio vaccine and the BCG vaccine, which protects against tuberculosis.
However, there has been a slight increase in uptake for vaccines for children aged two years, with the exception of the measles, mumps and rubella vaccination.
