Decentralisation 'doomed' says Labour

The Labour Party has claimed the Government’s decentralisation plans are doomed following the publication of the second interim report of the body overseeing the project.

The group’s report has recommended the Government use outside expertise to assess why some civil service staff are reluctant to move.

The body, chaired by Phil Flynn, said that there was already evidence of a lot of interest among staff in moving.

However, the report says outside expertise was needed to help understand how people view the decision to move from Dublin.

It also finds that civil service management and unions need to agree appropriate arrangements in relation to promotions.

There had to be an overall framework for managing transfers and many of the issues involved had industrial relations implications and needed to be discussed with staff.

In a statement, Taoiseach Bertie Ahern said the Government had made it clear from the outset that it wanted to proceed with the programme on a partnership basis.

He said he accepted that there were important industrial relations and human resource issues involved.
