World leaders are gathering in Turkey tonight, ahead of tomorrow's NATO summit set to be dominated by Iraq.
Member countries are expected to agree to train Iraqi security forces. But ahead of the meeting, US efforts to increase international involvement in the country have received a set back.
German chancellor Gerhard Schroeder has reiterated his refusal to send troops to Iraq.
Meanwhile, Turkey has rejected demands by kidnappers who have threatened to kill three Turkish citizens being held hostage in Iraq.
The three were abducted by a militant group, which says it will behead them unless Turkish companies working for the US-led coalition are withdrawn.
Turkey's Foreign Minister, Vecdi Gonul, said his country never gave in to demands from terrorists.
