The Cabinet discussed the proposed break-up of Aer Rianta today, but did not take a decision on the matter.
The Taoiseach, Bertie Ahern, told the Dáil that consultations are ongoing with the social partners on the issue.
The Department of Transport said it is still the intention to have the legislation passed before the summer recess.
However, it has accepted that the timescale for doing so is now very short.
