The Minister for Agriculture, Joe Walsh, is to set up an Advisory Committee to help with the implementation of the single annual payment to farmers which comes into place next year.
The payment will replace the current system of numerous subsidy cheques throughout the year.
It will no longer be linked to the amount of food a farmer produces.
A provisional statement of entitlements will be issued to farmers within the next few months. Some farmers will be given the chance to plead special circumstances.
