The Minister for Foreign Affairs, Brian Cowen, has said he is confident about overcoming differences between EU member states regarding the draft constitution for the union.
Speaking in Brussels, he said Foreign Ministers were making good progress.
Two major sticking points were under discussion today - voting rights and the size of the European Commission.
Ministers are trying to reach a deal in time for the next EU summit in June.
