An eminent academic and policy adviser has criticised the Government's decentralisation proposals.
Dr Edward Walsh said the plan will endanger the effectiveness of government.
Speaking at a conference of senior civil servants, Dr Walsh suggested the Government would do better to move completely to a new capital.
Meanwhile documents, revealed at the conference, show several heads of government departments expressed opposition to decentralisation four years ago.
