There is growing speculation that the British Prime Minister, Tony Blair, may announce plans to hold a referendum on the European Union constitution.
It is expected the announcement may be made later this week.
Mr Blair had previously rejected calls to hold a referendum, saying the matter should be decided by Parliament.
