The US President, George W Bush, has said that a presidential memo that he received five weeks before the terrorist attacks on 11 September 2001 was not a warning that such outrages were about to take place.

The classified memo was made public by the US government last night after pressure from a Congressional Commission investigating the attacks.

The FBI had seen activity consistent with preparations for hijackings, according to the document. 

The briefing - entitled Bin Laden determined to attack inside the United States - emerged during testimony to the Commission by the National Security Advisor, Condoleeza Rice. 

She had said the memo contained historical information. Answering questions after attending Easter services with US troops, Mr Bush said the memo did not have intelligence pointing toward a looming attack.
