Hauliers, who are meeting in Co Clare, have voted to set up a taskforce to examine price rises in road tolls.
They say increases are affecting their businesses.
However, at their annual conference in Bunratty, members voted against embarking on a series of nationwide protests.
The association says that over 80% of its members are operating at a loss and many are frustrated with the current state of the transport industry in Ireland.
The association will also unveil its new 'Responsible Driving' flashcard at the three-day meeting as part of its road safety programme.
