The newly appointed head of the United Nations mission to Iraq, Ross Mountain, says his team is preparing for its eventual return to Baghdad.
The UN withdrew its staff after a bomb attack at its headquarters in the city in August, in which 22 people were killed.
Mr Mountain, who will be based in Cyprus, denied that the UN had abandoned Iraq in the face of terrorism.
But he expressed concern about the deliberate killing of relief workers.
