EU foreign ministers' constitution talks continue

EU foreign ministers are meeting for a second day in Naples to try to agree on the union's first constitution.

One of the main difficulties is the issue of a new voting system for the union.

Spain and Poland have both rejected proposals to abolish member states' relative weighted votes, which favour the two countries disproportionately to their population size.

The ministers have also to decide on mutual defence arrangements that would be compatible with some countries' commitments to NATO and acceptable to the four non-aligned member states, including Ireland.
