Bord Gáis has been told to speed up the process of replacing old pipes and to review its procedures for dealing with leaks.
The recommendation follows an investigation into the causes of an explosion last month in Rathfarnham in Dublin.
A man and his three children were badly injured in the incident.
Bord Gáis has welcomed the findings and promised speedy corrective action.
