Government chief whip, Mary Hanafin, has said that ministers remain committed to implementing the benchmarking awards.
She was speaking after a special weekend Cabinet meeting to discuss the upcoming budget and preparations for Ireland's EU presidency.
Ms Hanafin told reporters that today's Cabinet was a normal part of the budgetary process.
She said that in the context of collective responsibility, ministers needed to know what the spending plans were across other departments.
