Mortar bombs hit the city centre, killing at least 13 people as rebels continue to reject US calls to withdraw immediately.
There has also been heavy gunfire in the vicinity of two bridges leading into the heart of the city.
Earlier, the Liberian President, Charles Taylor, promised to step down as soon as peacekeepers are in place.
He said more than 1,000 people have died in eight days of fighting.
