A draft version of the planned EU constitution has been published in Brussels.
As expected, it proposes the creation of a new President of the European Council and an EU Foreign Minister.
It also gives the European Commission stronger powers in economic co-ordination.
The proposals are aimed at winning a wide range of new powers for the EU in time for the admission of ten new members in May 2004.
An inter-governmental conference next year will take the final decision on whether to accept the new constitution.
That decision will have to be unanimous.
The British government, which has voiced the most concerns about the new treaty, says it is prepared to veto any key areas it objects to.
