Former FG Senator and TD Cllr Liam Cosgrave believes there may have been some corruption in the planning system in Dublin.
He has accepted that, in this regard, some of Frank Dunlop's evidence to the Flood Tribunal must have been true.
But he has repeated that he only heard recently about such allegations and is not aware of any evidence.
Cllr Cosgrave, who denies taking bribes for planning votes, was being cross-examined by counsel for Frank Dunlop, Colm Allen.
Mr Allen said it was quite incredible for him to say he knew nothing about corruption until recently when the dogs in the street had been barking about it since the 1980s.
He also pointed out that Cllr Cosgrave was a member of the Oireachtas which set up the tribunal.
He asked Mr Cosgrave if he read newspapers or listened to the radio.
Mr Cosgrave replied that he only did so sometimes.
Mr Allen also said it was never put to Frank Dunlop when he was in the witness box that Cllr Cosgrave believed there was some corruption in the system.
He said he had only told the Tribunal this for the first time today.
Mr Cosgrave has also admitted defrauding the revenue commissioners and breaching solicitors accounting procedures in 1997.
Colm Allen SC for Frank Dunlop said he had lodged a £2,500 donation from Frank Dunlop in the client account of a dead person to conceal it.
He reminded Collr Cosgrave that he was a solicitor and an officer of the court.
Collr Cosgrave accepted he had concealed the payment.
