Solana: Military action must be based on proof

The EU Foreign Policy Chief, Javier Solana, has said that military action against Iraq would be hard to justify without proof of a clandestine weapons programmes.

Mr Solana said that the legitimacy of such a war would be determined by the UN Security Council.

Meanwhile the current President of the EU, Greek Prime Minister Costas Simitis, has said that the EU did not want war with Iraq. But he also added that it would be up to the UN Security Council to take a decision on the next steps in the crisis.

The comments follow yesterday's statement from UN arms officials in Iraq saying they had failed to uncover any 'smoking guns' pointing to weapons of mass destruction programmes.
