The Minister for Transport has promised more money for the country's roads in next month's budget.
However, Seamus Brennan said that tolls would also be part of the solution.
Mr. Brennan said he believed the public would accept paying for journeys if it resulted in what he described as "state of the art" roads.
The Minister also said he is determined that road projects will no longer run over budget and that 'fixed price' contracts might be the way forward.
