The dissident Republican paramilitary group, the Real IRA, has said it murdered construction worker, David Caldwell, in a bomb attack on a Territorial Army base in Derry on 1 August.
Mr Caldwell, who was 51, was killed when he picked up a lunch box packed with explosives.
No organisation admitted responsibility at the time.
