The Minister for Foreign Affairs, Brian Cowen, has said Ireland's national interests and the enlargement of the EU would be in crisis, if the Nice Treaty were to be rejected for a second time.
Mr Cowen was meeting his counterparts in Luxembourg, where talks to absorb ten new members into the EU's common agricultural policy have run into difficulties.
