The United Nations High Commissioner for Human Rights has said that Afghan leaders whose forces commit atrocities should be kept out of any future government.
Mary Robinson was speaking ahead of Tuesday's meeting in Germany, where Afghan ethnic and political leaders will hold talks on forging an interim government.
She also said that Afghan women should have a role in any future administration since they make up 60% of the population.
