The Afghan capital, Kabul, has come under sustained attack from American planes again.
The United Nations said that it had evidence the Taliban were moving its forces into residential areas to try to avoid the bombing.
It is thought the Taliban's efforts to protect its troops will increase the risk of civilian death and injury.
