The Peruvian President, Alberto Fujimori, has said that there is no power vacuum in his country and that he is fully in control. In his first public appearance since a political crisis erupted last weekend, President Fujimori was cheered by supporters outside the presidential palace. He shocked the country last Saturday by announcing early elections in which he would not stand, and by sacking the head of Peru's secret service. But observers now say that the crisis was engineered by Mr Fujimori to ensure his own return to power in a few years' time.
