President Bill Clinton has announced a series of initiatives to tackle the AIDS epidemic in South Africa, warning that the disease threatens both security and health. The United States will donate $300m over two years to a new fund which will be administered by the World Bank as well as putting more money into research and a vaccine to stop the virus that leads to AIDS.
