The Basque separatist group, ETA, has claimed responsibility for a dozen bombings and shootings between May and July. The attacks included the assassinations of a former governor in one of the Basque provinces and of a councillor in Malaga. ETA said that its attacks on businessmen were motivated by their refusal to pay what it called revolutionary tax, or protection money. ETA had been suspected of the outrages, but this is the first time it openly admitted responsibility.
