Reports from the Philippines say negotiators have said they are within striking distance of reaching a deal with the Muslim rebels who are holding 21 hostages in the south of the country. It is understood the breakthrough was made yesterday following their first face-to face talks with the leader of the rebels, the Moslem Abu Sayyaf. The talks were held on the island of Jolo.
